In order to encourage the direct participation of the citizens in determining the main priorities in their local communities, the Forum for Civil Dialogue, in anticipation of the Local Elections 2021, organized a series of consultative meetings in nine municipalities: Centar, Bitola, Stip, Tetovo, Struga, Kavadarci, Kriva Palanka, Sveti Nikole and Demir Hisar. 

- Two online surveys were conducted which included over 150 citizens who spoke about the key priorities and problems in their municipalities (Centar and Kriva Palanka).

- 18 consultative meetings were held with the citizens, 9 public debates and meetings with the candidates for mayors and the candidates for councilors, as well as 9 meetings with the elected mayors and councilors in the local self-governments.

- About 500 citizens participated in the consultative meetings and public debates and gave their suggestions and opinions.

Having in mind the specific situation in each individual municipality, the project identified a number of specific problems and priorities, such as:

• Municipality of Centar: Implementation of effective policies to solve the problem of air-pollution, traffic congestion and excessive construction and development, through reduced numbers of vehicles used daily in down-town Skopje, and not only through construction of new parking towers.

• Municipality of Struga: Sustainable management and prevention of usurpation of the littoral of the Ohrid Lake and protection of the old city centre. • Municipality of Bitola: Introduction of distance heating and gas distribution systems, as well as a new general urban plan (GUP) for the city. • Municipality of Sveti Nikole: Launch of operation of waste water processing plant, which has been procured but has not been installed and is not operational.

• Municipality of Štip: Construction of the planned student dormitory campus.

• Municipality of Kavadarci: Facility for grape juice distillation, establishment of a regional collection centre for grapes and other agricultural produce characteristic of the region.

• Municipality of Demir Hisar: Reconstruction and development of water-supply networks in rural areas supplied by natural springs and prevention of losses of drinking water.

• Municipality of Kriva Palanka: New general urban plan (GUP) for the town and detailed urban plan (DUP) for the right bank of the river, in the area covered by the planned Corridor 8 railway and motorway routes.

• Municipality of Tetovo: Creation of information points in Popova Šapka resort, on the new rules governing the area of the national park, local cultural policies and activities.
